A tale of two recycling initiatives


This report from The Foreign Policy Centre looks at state, society and waste management in St Petersburg and Shanghai.

Shanghai and St Petersburg make an interesting choice of city for a comparative exploration of recycling initiatives and the practices of citizen participation they generate. Both are the ‘second cities’ of their respective countries, are relatively wealthy and internationalised, and belong to political systems broadly characterised as authoritarian.
