Resilient growth: Aligning productivity and security
10 December 2025, 10:15 am – 11:45 am
Location: Brussels
Think tank: Centre for European Reform
This event hosted by UK think tank the CER discusses how the EU can reconcile the goals of boosting productivity with increasing security and resilience.
The EU has embarked on an important but difficult balancing act. Its openness to the outside world has boosted growth for decades. At the same time, to respond to geopolitical risks, the EU needs to address harmful dependencies to enhance security and resilience. As law-makers negotiate the next 7-year budget, including its European Competitiveness Fund (ECF), the Union needs to identify how to reconcile, or minimise conflicts between, the goals of boosting productivity on the one hand and increasing security and resilience on the other hand.
This event will launch a CER policy brief by Zach Meyers and Aslak Berg, written with support from Swedish Enterprise, proposing a framework to ensure that the ECF helps to diversify trade, boost private investment and enhance economic security by giving the best projects the right kind of support at the right time.
