The Resolution Foundation is looking for a thoughtful and committed individual to lead our work on the economics of net zero.

The UK is committed by law to reduce net emissions of greenhouse gases to zero by 2050. This will necessitate profound transformations across the UK economy. The transition to net zero will lead to the creation of many new jobs and firms, while making others less viable. It will affect the relative prices of the things people consume and produce, with the impact varying by income, as well as across demographic groups and the life cycle. The location of economic activity in the UK may change. Policies relating to skills, regions, innovation, firms, macroeconomics, the labour market and the tax and benefits system will need to facilitate this adjustment and ensure that it is inclusive.

This key new senior role within the Foundation’s research team will focus on how economic policy, broadly conceived, should respond to maximise the growth opportunities and minimise the costs that this transition will entail, while ensuring that people in low-to-middle income households in the UK share in these benefits and do not disproportionately bear the costs. Work will include rigorous research to understand these changes, analysis of existing government policy and the development of realistic proposals for policy change.

The role would suit an individual with the ability to conduct economic and policy analysis independently at an advanced level. This ability should be at a level consistent with that obtained from significant experience working in government, think tanks or applied academic research, along with university-level training in associated disciplines (or equivalent experience gained in another context). While formal training is not a prerequisite, a high degree of economic literacy is essential for this job.

The successful candidate will need to demonstrate detailed knowledge of the policy challenges associated with net zero (or the aptitude to acquire this knowledge quickly), the understanding to situate research finding in their policy context, and the ability to communicate the results to a wide range of stakeholders, verbally and in writing. A proven track record for delivering research impact and/or policy change is also essential.

Main duties and responsibilities:

  • Lead the Resolution Foundation’s research programme on the net zero transition.
  • Propose and evaluate new projects and policy ideas as part of the Foundation’s research programme
  • Design, manage and lead key projects by conducting quantitative and qualitative research to the highest standards and developing appropriate policy proposals
  • Disseminate research projects through written reports, media articles, blogs and presentations
  • Support and inform the Foundation’s research programme by managing a rich network of stakeholders in government, the private sector, the voluntary sector and academia to support and inform the Foundations’ research programme
  • Communicate the work of the Foundation in print and broadcast media
  • Represent the Foundation at our own seminars, conferences and other public events, as well as events run by other organisations
  • Monitor and keep the team informed of external policy developments relevant to the Foundation’s research programme
  • Any other duties as deemed reasonable by the line manager

The Foundation is a close-knit team and staff members are expected to support each other, work flexibly, and share cross-organisational work in addition to fulfilling individual responsibilities.

About you
Essential requirements include:

  •  Thorough knowledge and understanding of the policy challenges associated with net zero (or the aptitude to acquire this knowledge quickly), and the ability to situate work in a fast-moving policy context
  • Excellent written and oral communication skills in a range of formats (such as briefings, reports, blogs, media and presentations)
  • A proven track record for delivering research impact and/or policy change
  • Proven project management skills and experience of designing, managing and delivering high quality projects on time
  • Excellent quantitative research skills and experience of using a range of research techniques
  • Excellent interpersonal skills and the ability to work flexibly as part of a small team in a fast-moving environment
  • A commitment to the Resolution Foundation’s core mission

Desirable characteristics include:

  • Master’s degree or equivalent knowledge gained in another environment.
  • A thorough understanding of public policy issues relating to low-to-middle income households in the UK
  • A well-established network among the UK’s analytical and policy communities, including academics, policy experts and other stakeholders
  • Qualitative research skills and experience of using a range of techniques
  • Comparative social and economic policy knowledge
  • Line management experience

Further details:

Salary: £45,000 – £55,000 p.a.
