Kivu International is a values-driven, specialist policy and strategy advisory organisation to state and non-state actors in the developing world. Kivu’s is dedicated to improving strategic and policy responses to social and economic challenges in low- and middle-income countries. Our approach is to be locally led: we do not dictate to others how to solve policy problems; instead we support local institutions to develop their own effective solutions.

This position is an ideal opportunity for a policy professional with a minimum of 3 years’ practical experience (or less for exceptional applicants) of the policy making and/or policy influencing process.  Applicants are not required to have specific international development experience.  The ideal candidate will combine exceptional analytical skills with political acumen and have experience of practically applying evidence to policy problems. They could, for example, have think tank, research, public affairs, and civil service backgrounds and experience.

The position will principally involve mentoring, advising and supporting a range of local institutions to improve the quality, relevance, and political impact of their policy advocacy work, mostly focused on non-government organisations (e.g. think tanks and civil society organisations).  Kivu’s work also includes a growing role providing direct advice to government institutions, specialising in advising centres of government on how to build capacity, strategic focus, and successfully implement their policy agendas.

In addition to requiring strong policy analysis skills and political acumen, the work involves developing strong working relationships, sometimes in difficult contexts. The successful applicant will need to have excellent interpersonal skills and the ability to work flexibly as part of a small team in a fast-moving environment. They will also need proven ability to present complex concepts and analysis to different audiences, including policy makers, government officials and the wider public.

The position will involve supporting delivery of programmes in several countries in Africa and Asia. Examples of current areas of work include: (i) influencing policy on public services, including education and health, in Malawi; (ii) creating coalitions of non-state actors to achieve change in Papua New Guinea; (iii) economic policy influencing through local think tank partners in Bangladesh and (iv) supporting CSOs and other organisations to achieve change Myanmar, working in challenging circumstances after the military coup of February 2021. The role will be shaped around the successful candidate’s experience, skills and interests.

The successful applicant will work on these issues as an integral part of a small, high calibre and experienced team. In addition to the practical hands-on delivery of specific projects, they will also contribute to the intellectual and organisational development of Kivu. Since its establishment in 2015 Kivu has developed a strong reputation in the international development sector, with a demonstrable track record of supporting partners to deliver policy change. The successful candidate will have the opportunity to support Kivu’s future evolution.
