The Proliferation and Nuclear Policy team is looking to appoint a technical consultant to support a consortium project that models and assesses scenarios for North Korea’s nuclear weapons programme. In partnership with VERTIC and CNS, the project takes a data-drive approach to addressing the enduring challenge of denuclearization and the associated verification requirements in North Korea. An overview of the project can be found here. The consultant will work closely with relevant RUSI staff and our project partners at VERTIC.  

Purpose of consultancy:  

We are recruiting a consultant who will take a central role in developing Bayesian Belief Networks that will support the identification of multiple scenarios for North Korea’s nuclear fuel cycle, explore approaches for limiting North Korea’s nuclear weapons and provide innovation options for denuclearization.  

Skills and experience: 

  • Scientific or technical background; either in Physics, Mathematics, or another relevant field 
  • In depth technical understanding of the nuclear fuel cycle 
  • Some experience developing Bayesian Belief Networks and a strong understanding of Bayesian probability 
  • Ability to think creatively and explain complex technical work to a non-technical audience 
  • Ability to work collaboratively and take on feedback to refine your work
  • Time management skills; ability to meet set deliverable timelines
  • Knowledge of North Korea’s nuclear programme would be advantageous, but not essential   

Anticipated Outputs:  

  • The Consultant is expected to contribute to the project by: 
  • Developing a Bayesian Belief Network model of various aspects of the nuclear fuel cycle using Netica software 
  • Working with the team to develop completed BBN models 
  • Explaining model design decisions to technical team members 
  • Contribute to final outputs conceptualisation, development and delivery [including through considering how the BBN products can integrate with other project outputs]

Please note that the final statement of work for the Consultant will be finalised in conjunction with the selected Consultant, RUSI and project consortium.  

Availability:   

You must be available to start actively supporting this work on a regular basis immediately and be able to provide continuing support through to the project conclusion in August 2022.  

Between the start date and April 2022, we anticipate this work will require a commitment of approximately 50 days, with an estimated additional 15 days for continuing support until August 2022.

A competitive daily rate will be offered, commensurate with experience.
