Legislating Brexit: the Withdrawal Agreement Bill and parliamentary sovereignty

The Prime Minister is hoping to secure the support of Parliament for her Withdrawal Agreement in the coming weeks. If she succeeds, winning the ‘meaningful vote’ on her deal, that will only mark the start of a contentious process to implement the deal in legislation. Parliament will be under pressure to legislate quickly, but it will have to confront issues of major and long-term constitutional significance.
