This report from UK think tank Centre for Cities looks at how cities around the world operate their visitor levies and what England can learn from their experiences.
Using examples drawn from a range of countries and cities from major visitor destinations such as Barcelona and Amsterdam to smaller places such as Essen, Germany and Kitakyushu, Japan, this briefing explores in more depth considerations when designing a visitor levy.
The international examples investigated show that visitor levies are extremely varied. This is precisely because they are designed to reflect and respond to local context and the local visitor economy.
In England, the Government and mayors should design their levies to reflect the aim of supporting local economic growth.
