This report from UK think tank the Social Market Foundation seeks to illuminate how the UK can best realise the benefits that come from the admission of international students.

The debate around international students has taken on a more negative tone both in the UK and in other major host countries over the past year – with Canada and Australia both deciding to cap numbers of international students they will admit.

This report sets out the competing priorities around the policies – which lie at the intersection of higher education, immigration and trade – governing questions of the UK’s offer to and admission of international students.

It takes both a global but local perspective, combining analysis of the latest data and technical policy changes alongside developments in the public perception of the tensions that flows of international students can cause if not appropriately managed.

In doing so it seeks to illuminate how the UK can best realise and protect the benefits that come from the admission of international students while ensuring that public consent is appropriately reflected and maintained by the policy approach.
