The research, which assesses the digital defence capabilities, priorities and the challenges facing five European states – the UK, France, Germany, Poland and Spain – says that countries often possess robust digital technologies but struggle scaling them.
And that significant diversity in the infrastructure and software, methods of digitalisation, governance and bureaucratic and budgetary processes, has reduced interoperability between the NATO members to “a patchwork of integration platforms, APIs, and duct tape”.
