The UK has a mountain to climb when it comes to home retrofitting. By 2028 the UK will need to reach a peak of installing nearly two million energy efficiency measures like loft and wall insulation and over 600,000 heat pumps. However, despite the urgent need for a massive scale up in retrofitting, policy design at the moment is not up to the task. In this briefing, we discuss new research from a team based at the Universities of Leeds, Strathclyde and Sussex, funded by the UK Energy Research Centre, to offer a new explanation for why retrofitting policies are failing to stimulate the market and attract more interest.
