On 28th July 2025, in the middle of a raging international debate around aid and alleged starvation in Gaza, I was granted unprecedented access to Gaza and the Gaza Humanitarian Foundation (GHF) distribution sites. At the time of writing, this is a unique level of access for any public policy professional, worldwide.
This paper will examine the GHF in the round and share insights gleaned from personal observations of a full aid distribution period in Gaza. The GHF gave me free access to roam the site and observe or film anything I wanted; the only reporting restriction placed on me was that I did not release footage of the faces of any locally employed civilians (LECs) or GHF staff.
