Leveraging open source intelligence and satellite imagery, the report clarifies the operational status, production capabilities and potential links to chemical weapons programmes at the 7th July Chemical Complex and 21st July Explosives Plant. While the 7th July Chemical Complex historically produced key industrial chemicals and explosives precursors, there is no current evidence of active CW production.

The site’s infrastructure and processes could support the synthesis of certain chemical warfare agents (CWAs), but critical gaps – such as the absence of chlorine and phosphorus chemistry – limit direct CW manufacturing. Many areas of the complex appear non-operational or repurposed for agricultural use, reflecting a shift away from military applications.
